Benefits Session: Weighing In: Obesity, Cost Drivers, and Coverage Dilemmas

Obesity is a complex, chronic disease with far-reaching implications, not just for individual health outcomes, but for the sustainability and effectiveness of workplace benefit plans. This session explores the multifaceted impact of obesity from both a medical and economic perspective.

Join us as we examine the rising costs of obesity as a chronic condition, such as increased risk for diabetes, cardiovascular disease, and other comorbidities versus the financial pressures faced by plan sponsors when considering coverage for obesity-related treatments and interventions.

We’ll hear from experts across disciplines to gain insight into:

  • The long-term cost burden of untreated obesity on health benefit plans

Capital Accumulation Plans (CAPs) are a cornerstone of retirement savings for many Canadians. CAP Guideline No. 3, issued by the Joint Forum of Financial Market Regulators, outlines the responsibilities of plan sponsors in supporting informed decision making by plan members.

This session explores the practical application of Guideline No. 3, including best practices for member communication, tools and education, and the evolving expectations for plan governance. Whether you're a plan sponsor, advisor, or administrator, gain actionable insights to help your members make informed choices for a more secure retirement.

David Bartucci

Head, Pension Plan Operations and Regulatory Effectiveness

Financial Services Regulatory Authority of Ontario (FSRA)

 

David Bartucci is the Head of Pension Plan Operations and Regulatory Effectiveness in the Pensions team at the Financial Services Regulatory Authority of Ontario (FSRA). David first joined FSRA as the director of policy for pensions in 2019. He also spent nearly one year as the Director in FSRA’s Consumer Office. Prior to joining the Regulator, he spent more than a decade in progressively senior positions in the Ontario government. His past assignments included Treasury Board, Cabinet Office, and the Ministry of Labour, Immigration, Training and Skills Development. During this time, he led the development of new funding programs and policy frameworks to support training, experiential learning for post-secondary students, and the negotiations of new Labour Market Transfer Agreements with the Government of Canada

   
 

Sonja M. Reichert MD, MSc, CCFP, FCFP, ABOM Dip

 Dr. Sonja M. Reichert is a primary care physician, Associate Professor, American Board of Obesity Medicine Diplomate, and clinician- researcher.  She practices in general family medicine with a focused practice in diabetes at the St. Joseph’s Primary Care Diabetes Support Program in London, ON., where she serves as Medical Director. 

 Dr. Reichert is the current Dr. Brian W. Gilbert Research Chair (Western University) in Primary Care Research.  Her research work integrates diabetes, obesity, clinical trials, and exercise as medicine, all observed through the primary care lens. 

 Dr. Reichert has published several peer-reviewed articles and is a current contributing author to several Diabetes Canada Clinical Practice Guideline Chapters.  She is an award-winning teacher, and Director of Western’s Family Medicine 3rd year (PGY3) “Enhanced Skills Chronic Disease Management Program”.  Her passion for teaching extends to a variety of students including Family Physician Residents, and Graduate (Masters and Doctoral) candidates. 

 Dr. Reichert holds a BSc in Kinesiology from the University of Waterloo, an MSc in Exercise Physiology from the University of Toronto, and an MD from McMaster University. 

   

 

Lianne Clarke, B.Sc., B.Ed., EC-CEP

Principal, Vice President, Wellness & Disability Innovation and Growth

  As Principal, Vice President Wellness & Disability Innovation and Growth, Lianne is accountable for the strategic priorities, initiatives, innovation and growth of our Return to Health® wellness and disability practice.  Joining Cowan in 2015 as a senior benefits consultant, and later moving into the role of Practice Lead, VP Wellness & Disability Operations, Lianne’s passion for wellness and devotion towards clients’ needs has made her an exceptional mentor to her colleagues and contributed significantly to the success of our wellness and disability practice.

 In Lianne’s current role, she works closely with our Wellness & Disability operations to ensure practices and product offerings align with the increasing complexities of workplace health and disability.  In addition to her role in Business Development, Lianne continues to use her extensive industry knowledge in wellness and disability to help organizations identify their organizational health risks and develop targeted wellness, stay-at-work, and disability program initiatives that reduce absenteeism rates and costs, and improve overall employee health.

 With almost 30 years of group benefits, disability, wellness, and absence experience in a variety of roles, Lianne was a recipient of the 2018 Well-Being 100™Award, recognized by the Corporate Health and Wellness Association (CWHA) for delivery of exceptional innovation and positive change. She has also been involved with the Economic Round table for Mental Health, and a speaker at industry events.

 Lianne holds both a Bachelor of Science, a Bachelor of Education degree, and her MHCC Mental Health First Aid certificate. She has also completed the Certified Excellence Professional Program in Quality and Healthy Workplaces and is a volunteer firefighter in her hometown.   

   
 

Andrea Staruch

Director of Drug Plan Management

GreenShield

Andrea Staruch is a Director of Drug Plan Management at GreenShield. Since joining the organization in 2015, she has been involved with many elements of the drug plan experience, including prior authorization, formulary management, and the production and delivery of various informational presentations and resources.

In her current role she works to conceptualize and implement new initiatives and technologies to optimize experiences with drug plan management strategies.

Andrea received a Bachelor of Science in Biochemistry and Biotechnology at the University of Windsor, and later her Bachelor of Pharmacy Doctor of Pharmacy, and Master of Health Evaluation  degrees from the University of Waterloo.

She has prior experience in a number of clinical settings but actively practices as a community pharmacist today.
