2020 CPBI Regional Volunteer of the Year Award Recipients  

The CPBI’s extensive calendar of events and library of resources are possible thanks to its many dedicated volunteers located throughout the CPBI’s eight Regions across Canada.
On behalf of the CPBI Board of Directors, Regional Councils and National Office, we would like to congratulate and thank the following volunteers for their involvement and contribution to the Institute:  



 

Tara Anstey

CPBI Atlantic Region 
Chair, CPBI Atlantic Council
Principal, Mercer

Tara is a Principal in the Halifax office of Mercer (Canada) Limited and national leader of Mercer’s Health & Benefits Legal Team. She has over 20 years of experience in the employee benefits industry, and prior to joining Mercer, Tara worked with a law firm in Vancouver, principally in its employment law practice, and as an underwriter with a Canadian life insurance company. 
 
Tara works closely with several jointly managed benefit committees, and has extensive experience in plan design (traditional and flex), insurance contracts, and drug plan management. 
 
Tara holds a Bachelor of Arts degree from Acadia University and a law degree from Dalhousie University. She has also been awarded the Certified Employee Benefit Specialist (CEBS) designation from the International Foundation of Employee Benefit Plans


Matthew Streeter   

CPBI Ontario Region
Vice President - Institutional Sales
Franklin Templeton

Matt Streeter is the Vice President of Defined Contribution & Retirement at Franklin Templeton. In this role Matthew works with pension plan sponsors, consultants, platforms and gatekeepers in optimizing their retirement investment strategy. Mr. Streeter received his bachelor of science in finance and economics from the University of Vermont. He is a CFA charterholder and brings with him more than 19 years of institutional investment management and banking experience. Mr. Streeter has previously held senior positions at global banks, asset managers and financial technology companies and brings his deep expertise in quantitative product development, investment analysis and pension consulting. Mr. Streeter also brings experience in operations, sales and marketing. In his most recent role he served as a senior capital markets strategist.


Roger Delaquis

CPBI Manitoba Region 
Senior Account Executive, MB & SK, Manulife Financial 

Roger is bilingual in both French and English and obtained his Bachelor of Arts from the University of Manitoba and l’Universite de St. Boniface in 1997. Since then, he has worked in the insurance industry and holds a certificate with the Health Insurance Association of America (H.I.I.A) as well as the GBA 1 under the CEBS program. Having worked in a variety of roles at Great-West Life, Wawanesa, and Rice Financial, Roger joined Manulife in 2008. As the Senior Account Executive, he is a key member of the sales team in Manitoba and Saskatchewan. For over twelve years, Roger has immersed himself in this role and enjoys meeting and assisting Advisors and Consultants with their insurance needs. Consistently exceeding his sales targets, Roger prides himself on his leadership, analytical, and customer service skills which have served him well throughout his career. 

Born and raised in Winnipeg, Roger is an avid sports fan (especially of the Winnipeg Jets and Kansas City Chiefs) and enjoys playing golf and fishing whenever possible. Roger also enjoys spending time with family and friends and travelling as much as possible with his wife Geneviève and their two teenage daughters Sophie and Mia. 

Roger has been a proud member of the CPBI Council of Manitoba for 9 years and has served as the Golf Chair for the annual Learn at the Links golf event hosted in Manitoba for the past 7 years. 



Troy Milnthorp

CPBI Saskatchewan Region
Senior Managing Director, Corporate Fund Services, Saskatchewan Teachers’ Federation (STF) 

Troy Milnthorp is the Senior Managing Director of Corporate Fund Services at the Saskatchewan Teachers’ Federation (STF) where he oversees their pension, benefits, and investment programs. Prior to joining the STF, he was a partner in the retirement practice at Aon Hewitt, where he provided pension and actuarial consulting services to clients locally and across the country. Troy is a Fellow of the Society of Actuaries and a Fellow of the Canadian Institute of Actuaries.

Troy Milnthorp is a long-term CPBI member and former CPBI Saskatchewan Council member. He has done a great deal of speaking for CPBI on a volunteer basis over the years, and he is a "fan favourite". In addition, this year, he has put a lot of time and effort into his outstanding "What's Up Pension Stuff?" articles for our social media platforms. Troy is amiable and warmhearted, has a great sense of humour, and is an expert in his field. His many meaningful contributions to the CPBI Saskatchewan region make him highly deserving of this award. 



Leah Wosk

CPBI Pacific Region
Group Benefits Account Manager, Manulife Financial

Leah Wosk started her career in the insurance industry over 20 years ago.  During that time she has held a variety of positions with Manulife including Plan Member Administrator, Client Specific Integration Manager and Service Representative.  In 2011 she began her current role as a Group Benefits Account Executive. Leah enjoys giving back to the community volunteering for charitable organizations, sitting on multiple Benefits related committees and is the past Chair of the Canadian Pensions and Benefits Institute - Pacific Region. Before that, Leah was chair for the Pacific Region for over 3 years and on council for many more before that. 


Great leadership by Leah over those years. She unselfishly devoted her time and energies to our industry outside her regular work at Manulife.



Joanna Walewski

CPBI Southern Alberta Region 
Chair, CPBI Southern Alberta Council
Program Manager, Pensions, CNOOC International 

Joanna Walewski has more than 20 years of human resources experience, including 16 years of managing pension and benefit plans for several large plan sponsors with international operations in the energy industry. Joanna’s expertise includes managing defined benefit and defined contribution pension, savings and various types of benefit plans in Canada and the US, defined contribution pension plans in the UK, as well as HR operations and HR systems. In her most recent role as Program Manager, Pensions with CNOOC International, Joanna was overseeing DB and DC pension arrangements in Canada and UK.

Joanna has a Bachelor of Arts degree from the University of Alberta and a Master of Business Administration degree from Royal Roads University. She holds Certified Benefits Practitioner (CBP), Certified Compensation Practitioner (CCP), and Global Remuneration Practitioner (GRP) designations, as well as the Canadian Securities Course. Joanna has been a member of the CPBI Southern Alberta Regional Council since 2008. She has held the Regional Chair role since July 2019, and previously the Vice Chair role from 2017 to 2019.


Don Forbes

CPBI Northern Alberta Region  
CPBI Northern Alberta Council
Member Manager, Group Sales, Northern Alberta, Alberta Blue Cross  

Don rejoined Alberta Blue Cross in July 2017 after over 5 years with a major Canadian consulting firm and many more years as regional director and group insurance account executive, spanning over 37 years in total. He currently is the Manager of Group Sales Northern Alberta, who assist advisors and plan sponsors with the design of innovative benefit plans and by providing keen insight on plan options based on the client’s utilization and needs. He has extensive knowledge of group insurance, including underwriting, financial management, benefit plan taxation, administration procedures, claims practices  and current developments in the benefits field. 

Current Vice Chair of the Northern Alberta CPBI Council, where he has served for the past several years. Prior to that, he served on the Southern Alberta Council for 12 years, co-chairing the sponsorship committee for the council as well as the western regional conference.  In addition, he has helped assist in the marketing efforts of CPBI to the benefits, pension and investment community.  Currently he holds his CEBS and ISCEBS Fellowship designation.

Donald Forbes

Part of leadership of the Health Benefits Retirement practice. Duties included business development, staff management, small/mid steering and operations teams. Developed and implemented strategic plans to meet overall financial objectives. Leveraged relationships with brokers and MGAs who wanted to grow and retain their group business, including use of advisory councils. Identified channel partners who could add product and service solutions to their business. Launched a web portal for voluntary and conversion products.
