Description:

The Nova Scotia Public Service Long Term Disability Plan (the Plan) is a benefit program that provides sustainable, fair, and supportive disability benefits to public sector employees and other participating employers. Established in 1985 through a partnership between the Province of Nova Scotia and the Nova Scotia Government and General Employees Union (NSGEU), the Plan is governed by an independent Board of Trustees representing both parties. It safeguards members’ income security while promoting recovery and return to work, operating with a strong commitment to fiduciary excellence, transparency, and accountability. Funded equally by employer and employee contributions, today the Plan covers more than 14,600 public sector employees, as well as employees of 19 participating employers.

With a mandate that balances member care with prudent financial stewardship, the organization is ready for its next phase of strategic growth and modernization. Reporting to the Board of Trustees, the Chief Executive Officer (CEO) provides visionary leadership and overall management of the Plan. As principal advisor to the Board, the CEO partners with Trustees and Plan Sponsors to shape long-term strategy, secure sustainable funding, and strengthen governance. Leading a dedicated team, the CEO also champions service excellence for members, fosters collaborative relationships with employers, and advances innovative approaches that promote recovery, return to work, and long-term sustainability.

The ideal candidate has a bachelor’s degree in a relevant field, with at least 10 years of related senior leadership experience. A master’s degree and/or professional designations are considered assets. The CEO brings experience in one of the following areas: insurance (including group benefits), disability management, or public sector trust programs. Experience in claims operations, disability adjudication practices, return-to-work programs, and member-facing service models are considered assets. The ideal candidate has experience reporting to a board and brings knowledge of governance and fiduciary responsibilities in managing member-focused trust or benefits programs.

Collaborative and people-centric, the CEO combines strategic vision with operational discipline, excellent communication and relationship-building skills. Strong financial acumen and stewardship are demonstrated through budgeting, long-term funding strategies, cash flow management, and interpreting actuarial, investment, financial, and risk reports. The CEO also has the ability to navigate the regulatory and legal frameworks of long-term disability programs and public sector employment, with a solid understanding of labour relations and the complexities of operating in a public sector environment - balancing compliance, constituent expectations, and member-focused outcomes.
