The Manager, Governance & Policy – Employee Benefits, is responsible for overseeing the daily operations of the Governance and Policy team. This role ensures the effective delivery of administrative services to the Board of Trustees, Committees, benefit plan members, health care employers, unions, and strategic partners. The Employee Benefit Plan Trusts serve over 46,000 active health care employees and their families, and 20,000 retirees across 67 health care employers in Saskatchewan.
As a key member of the Employee Benefits leadership team, the Manager collaborates closely with the Director, Benefit Services, to manage the operations of the Governance and Policy team and ten Employee Benefit Plan Trusts. The Plans include group life insurance, disability income, extended healthcare, and dental plans.
The Manager leads a team that delivers frontline service aligned with the Employee Benefits philosophy: “We Take Care of the Caregivers.” This role is accountable for meeting service standards and fulfilling the administrative services agreement between the Board of Trustees and 3sHealth, while fostering a culture of continuous improvement through lean principles.
Key Responsibilities for this position include:

- Ensure compliance with legislation, contracts, collective agreements, and plan texts
- Develop and maintain governance policies, procedures, and documentation
- Respond to complex inquiries and interpret benefit plan policies
- Communicate clearly with stakeholders and support education and engagement events
- Draft communications on policy changes and legislative updates
- Monitor departmental budgets and manage expenses effectively
- Conduct research and prepare briefing notes for senior leadership and Trustees
- Execute Board decisions, including policy implementation and vendor management
- Deliver training and education to Trustees, plan members, employers, unions, and partners
- Recruit, coach, and manage team members to achieve performance targets
What You Bring
- Proven leadership experience in benefits administration, governance, or policy development.
- Post-secondary education in Business Administration or other related discipline (a combination of experience and education may be considered)
- Strong understanding of benefit plan operations and fiduciary responsibilities
- Exceptional communication, customer service, and analytical skills
- Ability to manage multiple priorities and drive operational efficiencies
- Ability to build and maintain relationships based on trust, accountability and open communication
- Ability to analyze complex situations and environments, and produce workable and practical solutions

This position is classified at pay band 6 with a salary range from $88,231 to $114,702. We also offer comprehensive benefits including:
