Andrew Donelle from the Department of Finance (Canada) will provide an overview of proposed amendments to the tax rules applicable to unclaimed pension property, retirement compensation arrangements, permissible benefits (including annuities) that registered pension plans may provide, and more.  

This session will be more than just a technical overview of recent tax legislation. Andrew will share stories about the dynamics of why and how various tax proposals for registered plans are developed. You will gain an awareness and appreciation of new flexibilities in permissible benefits and annuities;

  • the annual cycle of tax legislative proposals at Department of Finance;
  • the interaction of tax legislation with provincial pension standards legislation;
  • the role of stakeholder input before the law is finalized and enacted.

Andrew Donelle

Department of Finance Canada

Andrew Donelle is a senior director in the tax legislation division at the Department of Finance Canada. He leads a team that is responsible for developing federal budget measures and income tax legislation that apply to all of Canada’s registered savings vehicles (including registered pension plans), retirement compensation arrangements, and Employee Life and Health Trusts.

Donelle obtained a master’s degree in public administration from Carleton University and a master’s degree in tax law (LL.M.) from Osgoode Hall Law School. His 32-year career in “pension taxation” includes work at the Registered Plans Directorate of the Canada Revenue Agency, pension actuarial firms in Toronto and Kitchener, and his current position in the Tax Policy Branch at Finance Canada.
