The Position:
Reporting to the Chief Investment Officer (CIO), and under the supervision of the Manager of Private Investments and the Senior Investment Analyst, the Risk Analyst will support the effective oversight and continuous enhancement of investment risk management practices for The Winnipeg Civic Employees’ Pension Plan and the Winnipeg Police Pension Plan. The Risk Analyst will be a key part of the investment team responsible for the monitoring and analysis of fund investment risks, including the use of quantitative tools such as Value at Risk (VaR), and scenario analysis to assess portfolio sensitivities and emerging risks.
WCEBP utilizes sophisticated analytical and risk systems to monitor and optimize investment performance and risk that the Risk Analyst must be proficient in maintaining and developing. This role requires continuously evaluating and gaining a deep understanding of various types of risk in the Fund including, market, credit, liquidity and currency risks, across both liquid and illiquid asset classes, ensuring a holistic approach to risk management. The Risk Analyst will conduct ongoing economic research and monitor key indicators and market trends to evaluate potential impacts on investment strategy. Further, the Risk Analyst will collaborate with the Manager of Private Investments and Senior Investment Analyst on reporting and evaluation techniques to support the ongoing collection, interpretation and decision-making of risk management data, including risk-adjusted performance assessment.
The incumbent will be expected to contribute to the development of internal risk models and reports, maintain supporting documentation for compliance and governance, and communicate findings and recommendations through reports (written and verbal) to the CIO and other stakeholders.
Key Duties and Responsibilities
- Regularly monitor and analyze investment risks at the Fund and asset class level across public and private market exposures, ensuring timely identification and escalation of material risks;
- Perform monthly, quarterly and annual risk assessments using tools such as Value at Risk (VaR), stress testing, sensitivity analysis, and scenario modeling;
- Assist in developing, maintaining and enhancing investment risk analytics and reporting tools to provide robust supports and insights for the investment team;
- Track and interpret macroeconomic indicators, market developments, and geopolitical events that may impact the investment portfolio;
- Conduct forward-looking analysis to support strategic asset allocation decisions and the assessment of systemic or concentration risks;
- Continuously identify and implement improvements to risk measurement tools, data visualization, and reporting processes.
Requirements:
Qualifications and Technical Competencies
- Bachelor’s degree in Finance, Statistics, Mathematics or other related disciplines;
- Must be willing to complete the Chartered Financial Analyst (CFA) designation;
- 3-5 years of related experience, preferably with a pension plan, investment consulting firm or other institutional investment environment; New grads will also be considered;
- Experience in the analysis, research, and monitoring of traditional and/or alternative investment managers;
- Experience in working with external fund managers, investment consultants and custodians;
- Ability to clean, transform and preprocess data using tools/languages like Power Query, Python, SQL, or other scripting languages would be beneficial;
- Advanced skills in Microsoft Excel, including the use of complex formulas, pivot tables and data visualization;
- Experience working with AI and machine learning for automating report generation, predictive analytics, and risk/trend identification;
- Ability to work collaboratively with cross-functions teams and senior management;
- Strong organizational and time management skills, with the ability to manage multiple priorities and meeting deadlines;
- Proficiency with Tableau, Power Automate or other business intelligence software.
