Job Description
The Officer, Benefits Policy conducts best practice research, tender corporate benefit plans, evaluate proposals and negotiate contracts that deliver valued benefits to employees. Develops guidelines, information packages and other support tools to ensure benefit plans are understood by the Benefits Administration group, Unions and employees. Forecasts and monitor benefit costs to ensure corporate financial objectives are met.

Below are the main job requirements and responsibilities for the Officer, Benefit Policy.
- Participates in the development of appropriate and cost effective benefit policies for management and exempt employees. Interprets policies for management at all levels of the organization.
- Administers the technical, financial and administrative terms and conditions of contracts with insurance carriers to provide employee benefit coverage that are cost-effective, competitive and valued by employees.
- Provides benefits expertise to National Labour Relations in the development of new or modifying existing benefit plans for collective bargaining purposes; implements resulting benefit changes. Interprets changes and provides updates to Payroll and Benefits Administration.
- Implements new plans by determining plan features, communicating changes to employees and ensuring corporate systems reflect accurate and consistent benefit data.
- Researches and analyses benefit trends. Develops recommendations as appropriate for revision to existing benefit policies. Provides advice/guidance to CPC staff in the administration of benefits.
- Maintains contact with benefit experts within and outside the Corporation to keep abreast of trends and developments and to contribute to professional associations.
- Provides input into collective bargaining.
- Analyses and resolves complex and precedent setting cases and recommends change in policy.
- Provides appropriate interpretation of applicable past practice, Labour Code provisions and /or precedents, and disseminates information as required, where collective agreements are silent or no policy exists.
- Participates in ad hoc corporate projects and initiatives.
Education
- Completed post-secondary, preferably in a related field OR a combination of equivalent professional experience and training
- CEBS designation would be an asset
Experience
- 2 to 5 years of relevant functional experience
- One or more years of experience in a unionized environment an asset
