The Local Authorities Pension Plan (LAPP or the Plan) has a proud 59 year history of providing stable and secure pensions to workers in Alberta’s health care, municipal and education sectors. With over 275,000 members and assets in excess of C$53 billion, LAPP is one of Canada’s leading pension plans and a model for success in today’s complex pension landscape.

March 1, 2019 ushered in a new and exciting chapter in the Plan’s history, as LAPP became a jointly sponsored pension plan. The Plan operates under a governance structure built on equal representation from LAPP’s contributing members and employers. It features two boards and an innovative, evolving Corporation, which together guide the Plan into a promising future for all stakeholders.

The LAPP Sponsor Board sets the design and high-level direction for the Plan, while the LAPP Corporation Board of Directors provides oversight and high-level direction for the Corporation. LAPP Corporation acts as trustee and administrator of LAPP, provides supports to both Boards and is responsible for managing the Plan in the best interests of its members.

LAPP Corporation is also responsible for overseeing the work of service providers for the Plan to ensure the delivery of pension benefits and the long-term sustainability of the Plan.

THE OPPORTUNITY

Reporting to the President and CEO, the Vice-President, Pension Policy & Funding is a key member of the senior management team and leads the development and implementation of pension design, benefits administration and funding policies to support the LAPP Sponsor Board, LAPP Corporation Board of Directors (Board of Directors) and the CEO in the prudent management and administration of the Local Authorities Pension Plan. Primary areas of responsibility include providing pension policy and funding advice, information, education, research and analysis directly to the LAPP Sponsor Board, Board of Directors and CEO; working with the Plan actuary to provide sound advice to the Boards on funding and related issues; and overseeing the performance of LAPP’s pension administration services provider, Alberta Pensions Services Corporation (APS).

Requirements:

The ideal candidate:

  • A bachelor’s degree in a related discipline (law, political science, commerce, economics, or similar) and a minimum of 10 years of progressively responsible experience in a managerial or professional position in a pension environment is required.
  • A designation as an accredited actuary (a Fellow of the Canadian Institute of Actuaries) is highly desirable.
  • A post-graduate degree in business is desirable.
