General tasks and accountabilities

Responsible for the management of data across systems (e.g., premium rates, policy eligibility, claims adjudication) and preparation, verification and management of regular administrative requirements (e.g. monthly third-party eligibility files, monthly pre-authorized debit and periodic credit card payments, monthly invoicing support, claims reporting to support legal inquiries, annual by policy renewal experience data, annual over-age dependant verification, annual Members’ Insurance Program comverage changes) as well as regularly validating systems integrity across various systems
Ad Hoc research, analysis and administration/reporting as may be required from time to time, and with the support of IT on an as need basis, to support management requirements and strategic objectives (e.g., triennial Members’ Insurance Program claims and statistical analysis, annual actuarial requirements)
Identification and analysis of departmental systems/business process improvements, in conjunction with Management, and develop specifications, oversee IT development, testing and approvals of applications, document process and procedures and train staff, as required, to improve/enhance business efficiency and productivity
Preparation and maintenance of documentation related to the above, including updating as required, and, as a minimum, an annual review
Creates/maintains user documentation on all business processes across all systems, trains staff on the various system processes and changes
Manages and maintains the flow of life events that impact eligibility and premium, payment management processes, handles testing and troubleshoots problems (policy-related, pricing changes etc.)
Oversees the execution of all policy-related changes that impact insurance claims processing and premium billing across systems
Overseeing IT processes (ie cheque runs, premium billing processes) and works with IT to ensure equipment is functional, troubleshoots any software issues that arise keeping Management informed.

Requirements:

Education and experience

Proficient in writing complex SQL queries with advanced knowledge of Microsoft Excel, including functions such as pivot tables and graphics
Strong analytical and problem-solving skills
Working knowledge of group insurance systems with emphasis on insured eligibility, premium accounting, or health care claims adjudication, an asset.
Strong interpersonal skills and proficiency in communicating processes, policies, and practices
Strong communicator, both verbally and in written form
Knowledge of financial terms and principles sufficient to conduct basic financial analysis
Effective planning and organizational skills resulting in the ability to work effectively as part of a team as well as independently.
Must be able to set priorities and meet deadlines with minimal supervision
Understanding of general IT project methodologies, processes and practices, including AS400 systems; ability to support/contribute to the development and migration to new platforms would be an asset
University degree or College Diploma
CEBS certification an asset
5+ years of specialized experience
