Job Summary

This position provides support and direction in the efficient operation and administration of all civic pension plans including related bylaws, policies, and procedures.

The work you'll be involved in:

  • Meets with civic employees, employees of outside boards and plan beneficiaries to outline pension, related benefit provisions and retirement procedures, including preparation and explanation of pension and benefit entitlements.
  • Reviews and approves a variety of transactions related to the Pension Benefits and Human Resource Information Systems including retirement, marital property, termination, service buybacks and death benefits and reviews results with the beneficiary.
  • Participates in the development and implementation of short- and long-range plans for the effective delivery of products and services related to Total Rewards.
  • Research and report on Total Rewards issues: gathers and correlates information and data from a wide variety of sources; investigates problems, identifies issues and presents results and recommends appropriate course of action and policy change.
  • Develops and maintains effective communication programs for pension plans. Designs and presents pension information seminars to specific employee groups on a request basis.
  • Checks and authorizes payment of retirement, death, marriage breakdown, termination benefits and contractual severance payments as required under the terms of the civic pension bylaws, group insurance contracts and collective agreements.
  • Monitors compliance with provincial and federal pension and benefits legislation.
  • Provides pension and benefits information and advice to other areas of Human Resources as required.
  • Performs other related duties as required.

Weekly Hours: 40 

Salary Range: $89,358.72 to $104,997.12 CAD per annum (2025 rates)

Exigences:

What we are looking for:

  • Degree in business administration, commerce, economics or mathematics.
  • Successful completion of the Certified Employee Benefit Specialist (CEBS) or Pension Plan Administration Certificate (PPAC).
  • Four (4) to Six (6) years’ experience in pension and benefit administration. Experience in administering defined benefit pension plans would be an asset.
  • Knowledge of federal and provincial pension legislation.
  • Ability to deal tactfully, efficiently and effectively with employees, union representatives and consultants.
  • Ability to communicate effectively orally and in writing.
  • Ability to understand the principles and procedures of municipal pension bylaws.
  • Skill in the use of Microsoft applications including Word, Excel and Powerpoint.
