Description:

The Position:

The Chief Modernization Officer (CMO) is a key member of the executive leadership team, responsible for leading an organization-wide transformation of WCEBP’s operations, technology platforms and service delivery models to meet the evolving needs of pension plan members, employers and stakeholders.

Reporting directly to the Chief Executive Officer (CEO), the CMO will drive the modernization of legacy pension administration systems, streamline core business processes and enable digital innovation across the organization. This position will collaborate across departments – including Information Systems, Finance, Member Services and Disability Services - to ensure all modernization initiatives are aligned with WCEBP’s mission, strategic objectives and regulatory compliance standards.

The CMO will develop and execute a long-term roadmap that applies digital solutions and data-driven insights to improve efficiency, enhance the member experience and manage organizational risk. This role demands both strategic vision with practical execution, with a focus on delivering measurable outcomes. As a forward-thinking and collaborative leader, the CMO will bring strong technological acumen, organizational awareness, and the ability to guide WCEBP through change with clarity and confidence.

Key Duties and Responsibilities

Strategic Transformation & Change Management

  • Lead enterprise-wide transformation and change management strategies that align with cultural, operational, and strategic goals;
  • Oversee change management plans to ensure business-level initiatives support WCEBP’s broader modernization agenda;
  • Define performance metrics and key milestones to measure the effectiveness and impact of change initiatives;
  • Advise the CEO and Board on organizational readiness and modernization progress.

Technology Implementation & Integration

  • Direct the implementation, integration, and support of modern systems for pension, benefits, and financial administration;
  • Align all technology initiatives with long-term business goals and operational needs;
  • Collaborate with the Director of Information Systems to ensure the cybersecurity program, including incident response and risk mitigation strategies, are aligned with technology changes.

Continuous Improvement & Workflow Optimization

  • Evaluate and modernize administrative processes to enhance efficiency, accuracy, and service quality;
  • Deploy innovative tools and digital solutions to streamline that streamline workflows across departments;
  • Leverage automation and data analytics to enhance and drive productivity and member-centric service delivery.

Project Leadership

  • Lead complex, cross-functional modernization projects from concept through implementation:
  • Apply industry-standard project management methodologies to ensure alignment with scope, timelines, budgets, and stakeholder expectations.

Market & Industry Monitoring

  • Monitor trends in the pension and benefits sector, including digital transformation and regulatory changes;
  • Benchmark WCEBP’s initiatives against peer pension plans and industry best practices to maintain competitiveness.

Organizational Insight & Business Intelligence

  • Maintain a deep understanding of WCEBP’s business model, regulatory obligations, and strategic priorities;
  • Leverage data analytics and  performance metrics to inform modernization decisions.

Stakeholder Communication & Engagement

  • Effectively communicate technology and transformation initiatives to internal and external stakeholders;
  • Collaborate with department leaders, participating employers, auditors, and executive leadership to align modernization efforts with organizational goals.

Leadership & Culture

  • Foster a culture of innovation, adaptability, and continuous learning;
  • Mentor and guide teams within Information Systems, Records Management and Data Integrity;
  • Lead with emotional intelligence, balancing technical acumen with business empathy.

 

 

Exigences:

Qualifications and Technical Competencies

  • Bachelor’s degree in Computer Science, Information Technology, Engineering, or a related field is required;
  • MBA or equivalent graduate degree is preferred;
  • Minimum 10 years of senior leadership experience in IT, digital transformation, or modernization within a regulated environment;
  • Proven success in leading enterprise-wide change and implementing strategic technology solutions;
  • Expertise in cybersecurity, network and system infrastructure, data protection and IT risk management;
  • Strong knowledge of digital platforms, enterprise software, and emerging technologies;
  • Demonstrated ability to manage large, complex projects and cross-functional teams using structured project and change management methodologies;
  • Excellent communication and interpersonal skills, with a proven ability to build trust and alignment across diverse stakeholder groups, including Boards, auditors, regulators and internal teams;
  • Skilled in conveying complex technical information to non-technical audiences, including executive leadership and governance bodies;
  • Experience in the pension, financial services, public sector or similarly regulated environments is considered an asset.
