The Opportunity

Seeking one highly motivated, results-oriented individual with a passion for policy development. 
 
Reporting to the Manager of Policy and Research, the Senior Policy Analyst will be responsible for: 

  •         Independently and proactively identifying issues and researching new and innovative pension products to meet clients’ diverse and evolving needs;
  •         Developing and refining policies while analyzing the root causes of issues and providing holistic, well-thought-out recommendations; 
  •         Communicating, both verbally and in writing, to a wide variety of clients and stakeholders in a manner appropriate for each group; and
  •         Being the central point of contact within PEBA to analyze complex pension plan issues and provide sound policy advice to PEBA senior management and/or pension boards.
Requirements:

The Ideal Candidate

Our successful candidate will be well-organized, with superior interpersonal skills and be able to demonstrate:

  •         Experience with policy development/analysis to provide recommendations to senior managers, boards of directors, or similar governing bodies; 
  •         Experience using highly developed written and verbal communication to report and present information concisely and accurately to advise, inform, and influence a variety of stakeholders; 
  •         Experience referencing, interpreting and/or amending legislation, regulations and policy; 
  •         The ability to organize and prioritize a high volume of projects with competing deadlines to consistently produce high quality work; and
  •         Our ideal candidate will have knowledge of pension plans, pension theory, pension plan design, the Income Tax Act (Canada), The Pension Benefits Act, 1992 (Saskatchewan), and Saskatchewan public sector pension and benefit plan statutes, however experience interpreting and/or amending other legislation, regulations, and policy documents will be considered.

Typically, the knowledge and experience required to achieve this position is obtained through a combination of: 

  •         Completion of post-secondary education in administration, public policy, or economics;
  •         A combination of other education and experience; 
  •         Government experience.
  •         Completion of PPAC or other relevant industry education would be an asset; and
  •         Experience with risk management, strategic planning, and governance processes would also be an asset.
