General Accountability

Adheres to the Human Resources Mission Statement and Core Values in performing various duties associated with the administration of the TTC’s employee and pensioner group benefit plans in accordance with benefit plan documents, benefit policies, procedures and practices, and legislation. Assists employees, supervisors and union representatives by ensuring AskHR content is up-to-date; answering inquiries and providing information as well as handling and resolving benefit claim escalations.

Key Job Functions

Review and interpret benefit plan documents, benefit polices and collective bargaining agreements to address and resolve benefits issues/escalations for employees and pensioners, and prepare responses to union representatives.
Answer inquiries and provide information to employees and pensioners, managers and union representatives on benefit plans processes; and initiate AskHR tickets as required.
Maintain employee benefit data and records to ensure accurate and up-to-date information; update SuccessFactors and SAP systems; perform various data audits; and liaise with employees and staff from other departments.
Oversee various annual benefit enrollment campaigns; enforce proof of relationship and eligibility guidelines; assist with dependent verification and waiver of premium audits; prepare a variety of correspondence/communications, reports, statistics and other benefit related materials, and keep accruate records.
Assist with providing education and information pertaining to employee/pensioner benefits, including on-site events at various TTC work locations; and review and update AskHR content.
Carry out special assignments and other related duties as assigned.

Education and Experience

Completion of a post-secondary college diploma or university degree in a related discipline or a combination of education, training and experience deemed to be equivalent.
Several years of directly related work experience in benefits administration as well as with benefit initiatives and programs.

Additional Requirements

Knowledge of the principles and practices related to benefit plan design, underwriting arrangements, and benefit administration for healthcare, dental, group life and short/long term disability plans.
Knowledge of applicable legislation and regulations, including relationship between employer sponsored benefit programs and government programs, Ontario Health Insurance Plan, Ontario Drug Benefit Plan, Assistive Devices Program, Workers Safety and Insurance Board, Unemployment Insurance, Employment Standards Act, Ontario Human Rights Code.
Awareness of the relationship of benefits administration to various related human resources activities such as labour relations, recruitment and training,
Must have or quickly acquire comprehensive knowledge of all the TTC's Benefit Plans and a good knowledge of relevant collective agreements as they relate to areas of responsibility.
Group Benefits Associate (GBA) designation through the Certified Employee Benefit Specialist (CEBS) program or the equivalent is a definite asset.
Working knowledge of SuccessFactors and/or SAP is an asset.
