 Benefits Information Analyst (1 Year Contract)

We are currently recruiting for a Benefits Information Analyst on a one year contract basis.

Position Summary

The Benefits Information Analyst is responsible for the timely delivery of reports to internal/external stakeholders. The position liaises with subject matter experts to analyze and develop reporting requirements and works closely with IT to identify and plan for the implementation of business solutions. The Benefits Information Analyst researches and prepares plan design/re-design options and quotations for current or prospective clients. The position keeps current with legislative changes, legal decisions, arbitration findings and interpretations of collective agreements.

Major Responsibilities
1. Critically evaluates information from multiple sources, reconciles conflicts, decomposes high-level information into details, abstracts up from low-level information to a general understanding and distinguishes user requests from the underlying true needs.
2. Proactively communicates and collaborates with internal and external customers to analyze information needs and functional requirements and delivers functional requirements (Business Requirements Document).
3. Collaborates with IT and subject matter experts to establish the technical vision and analyzes trade-offs between usability and performance needs and serves as the conduit between the customer community (internal and external) and IT through requirements flow.
4. Develops requirements specifications according to standard templates and documents and analyzes required information and data. Prepares requirements, specifications, business processes and recommendations and develops accurate and complete test plans.
5. Elicits reporting requirements using various techniques such as interviews, document analysis, requirements workshops, business analysis and task and workflow analyses.
6. Develops value-added standard and ad-hoc reports by compiling, manipulating and analyzing data from a variety of sources. Investigates, researches and resolves discrepancies as needed.
7. Prepares draft quotations for current or prospective clients that meet the needs of the client or comply with collective agreement provisions and obtains rates as required.
8. Participates in plan design/re-design and claims utilization analytics in support of the collective bargaining process.
9. Keeps current with legislative changes, legal decisions, arbitration findings, interpretations of collective agreements and communications from the employers’ associations that affect health and welfare benefits.
10. Performs other related duties which do not affect the nature or level of the job.

Exigences:
Qualifications

Education, Experience and Occupational Certification
 Diploma in business administration, computer technology or other related discipline or an equivalent combination of education, training and experience.
 5 years’ experience working with employee benefit plans and related data.
 Courses leading to Certified Employee Benefits Specialist (CEBS) designation preferred.

Knowledge, Skills and Abilities
 Good knowledge of employee benefits programs, collective agreements, relevant legislation and labour relations.
 Sound working knowledge of the principles, processes and practices of high level business process and improvement analysis.
 Sound understanding of data flow.
 Knowledge of data management/manipulation tools, Business Intelligence tools (i.e. Business Objects).
 Good knowledge of the healthcare and community services sectors and their employee benefit requirements.
 Good knowledge and understanding of HBT’s mandate, operating environment, business objectives, structure and operations.
 Strong analytical and project management skills and a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
 Ability to anticipate client needs before they arise and present solutions to project management that encompasses issues at hand.
 Ability to diagnose problems quickly and efficiently, use sound judgment in resolving problems, and provide solutions to meet client needs.
 Ability to communicate clearly and effectively, both orally and in writing.
 Ability to interact effectively with a diverse group of subject matter experts and staff at all levels of expertise.
 Ability to provide exceptional client service and exhibit a professional manner.
 Good organizational, time management, analytical and problem solving skills.
 Superior attention to detail.
 Ability to work independently with limited supervision and function in a team environment with a variety of team members.
 Ability to multi-task, adapt to constantly changing priorities, work well under pressure and meet deadlines.
 Advanced level skills with Microsoft Word, Excel and databases and ability to quickly learn internal computerized systems.
