The Winnipeg Civic Employees’ Benefits Program (WCEBP) is a dynamic and growing administrator of pension, long term disability, and life insurance benefits.  Staff of the WCEBP work in a highly technical financial environment requiring attention to detail, accuracy, and confidentiality.  We value the more than 20,000 Members that we serve and we are dedicated to maintaining their trust.

WCEBP is looking for two motivated individuals to join our team-oriented work environment as Pension & Benefits Officers.  Our Member Services unit delivers Pension and Life Insurance Plan administration services, including the processing of Plan entitlements on retirement, relationship breakdown, termination of employment, and death.  Our Pension & Benefit Officers are process- and detail-oriented people who excel at mathematics, enjoy problem-solving, and are invested in helping our Plan Members. 

As the Pension & Benefits Officer you will:

Work collaboratively with a team of Pension & Benefit Officers to manage the day-to-day determination and delivery of benefits, including assigning and verifying pension calculations, communicating calculation results within regulatory timeframes, and authorizing lump sum and biweekly payroll payments.
Communicate pension and benefit information to Members by composing Member communications and meeting with Members one-on-one and through group presentations.
Identify, analyze and resolve Member issues and inquiries.
Assist in developing business processes, including IT solutions, and research and draft policy/procedure recommendations in response to legislative changes and/or amendments to the plans.
Supervise and provide training and guidance to clerical support staff, and manage special projects.

What you offer:

  • A Bachelor’s degree in business administration or mathematics and completion of – or willingness to enroll in and complete within three years of employment – the CEBS (Certified Employee Benefits Specialist) Program RPA (Retirement Plans Associate) designation. An equivalent combination of education and experience may be considered.
  • Knowledge of and/or experience in the pension administration field, including a working knowledge of pension legislation, would be considered an asset.
  • Demonstrated analytical, research, problem-solving and decision-making skills, with the ability to effectively and efficiently resolve Member concerns and inquiries.
  • Proven attention to detail and organization skills, with the skill to manage and meet competing and multiple deadlines while maintaining service levels and accuracy.
  • Demonstrated ability to effectively communicate orally and in writing with a wide range of people in varying circumstances.
  • Demonstrated proficiency in the use of Microsoft Office, with advanced Excel skills.
  • A flexible approach to work and a positive attitude, including the willingness and ability to learn and adapt to change. 
    Proven self-starter, operating with a strong sense of urgency and a high level of integrity.

The salary range for this position is:

Salary Schedule A1 $2,622.80 - $3,522.36 Biweekly (Grade 3)*     

Salary Schedule A2 $2,622.80 - $3,433.81 Biweekly (Grade 3)*

1.  *Salary Schedule A-1 will apply to employees of the City hired prior to October 21, 2001.  Salary Schedule A-2 will apply to all other employees of the City.  Salary Schedule A-2 will apply to all WAPSO employees who are promoted regardless of date of hire with the City.
